The European Week of Regions and Cities 2018 held 8-11 October in Brussels (Belgium) was the venue for a discussion that started three years ago between the European Union and the Community of Latin American and Caribbean Countries (CELAC). The discussion on regional development policies focused in particular on cross-border cooperation and territorial development strategies with a view to strengthening the capacity of regional and urban institutions to promote economic development, innovation, social inclusion, and territorial cohesion.
At the workshop "EU-Latin America cities and regions' partnerships to implement the 2030 Agenda,” the main achievements of ongoing projects between the EU and the CELAC countries were presented: INNOVACT (a platform to promote local cooperation and cross-border value chains) and INNOV-AL (promotion of decentralized innovation policies) in Latin America, and the project on Smart Specialisations, supported by the EU-Brazil Sector Dialogue Facility, which is an adaptation of the Smart Specialisation Strategy (RIS3) approach for the Brazilian context.
The workshop also held a discussion on how these projects could contribute to concepts, procedures and tools for Latin American countries to develop policies and strategies to implement the Agenda 2030.
Professor Paulo Egler of the Brazilian Institute of Science and Technology Information (IBICT), coordinator of the Sector Dialogues Facility’s project on Smart Specialisations, discussed the primary findings of the study. In his talk, Egler emphasised the launch of a platform on Smart Specialisations, which shall be developed by IBICT in November 2018, that will serve as a vehicle to disseminate project findings in Brazil. He also presented in detail the concepts and procedures of this approach, which is intended to help develop consistent policies with a focus on research, development and innovation at the regional and/or local scale.
