From September 16th to 20th, a Brazilian delegation formed by Joísa Campanher Dutra, Brazilian expert and director of the Centre for Regulation and Infrastructure Studies (CERI) of Fundação Getúlio Vargas (FGV); Reive Barros dos Santos, Secretary of Planning and Energy Development of the Ministry of Mines and Energy (MME); Rodrigo Limp Nascimento, director of the Brazilian Electricity Regulatory Agency (ANEEL); and Jorge Vasconcelos, European expert and professor at the School of Florence, met with organizations and companies in the European energy sector for a technical discussion with players with diverse perspectives and levels of experience in energy governance and regulatory policies.
The technical mission is part of a project on energy transition implemented under the energy policy dialogue between the Directorate-General for Energy (DG ENER) of the European Commission (EC) and the Ministry of Mines and Energy (MME).
Once in Portugal, the group visited INESC TEC - Institute for Systems Engineering and Computing, Technology and Science of the University of Porto. In Spain, the experts met with representatives of MIBEL - Iberian Electricity Market. MIBEL is the result of a cooperation between the Portuguese and Spanish Governments to promote the integration of both countries’ electrical systems: OMI-Polo Español S.A. (OMIE) - Iberian Energy Market Operator, responsible for the management of the MIBEL spot market; and the CNMC, the National Commission on Markets and Competition.
In Belgium, the delegation visited the Council of European Energy Regulators, the Directorate-General for Energy, EURELECTRIC - The Union of the Electricity Industry, and Agora Energiewende. In Italy, the meetings were at ARERA - Italian Regulatory Authority for Energy, Networks and Environment, and ENEL, an Italian multinational company that operates in the generation and distribution of electricity and natural gas.
Among the subjects discussed at the meetings were regulatory issues, such as the advantages, challenges and risks of integrating different regulatory entities; the impact of digitalisation on the energy sector and on regulation itself; and energy regulation and the enforcement of the competition law in the EU. On the liberalisation of the electricity market, policies and regulations to foster the deployment of distributed energy resources and variable renewable energies were debated, taking sustainability, accessibility, decentralization and digitalization into consideration. In the meetings on natural gas, the discussions focused on the market liberalisation process; third party access to crucial facilities; and thermal energy generation.
The next step in the EU-Brazil cooperation under the project titled “Energy transition - how to deal with the new industry governance and regulatory challenges" includes meetings and discussions between European and Brazilian experts, information sharing, and an event on November 18th in Brasilia.
