Specialists from the SAC (National Civil Aviation Secretariat) and ANAC (National Civil Aviation Agency) finishes today (28) a technical mission in Europe as part of project "Implementation in Brazil of the Carbon Offsetting and Reduction Scheme for International Aviation - CORSIA / ICAO” under the EU-Brazil Sector Dialogues Facility.
The primary goal of the mission is to gain insight into Spain and Belgium’s planning arrangements for the implementation of monitoring, reporting and verification (MRV) procedures of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). CORSIA was approved by the International Civil Aviation Organisation (ICAO) in 2016, and implementation of part of the rules will be required by member states, including Brazil, as of 1 January 2019.
The delegation has visited the EUROCONTROL facilities and seen first-hand how the institution supports the European Commission, member countries and air operators in fulfilling their MRV obligations under the EU Emissions Trading System (EU ETS) in aviation.
Delegation members include Antônio Marcos Ferreira de Oliveira, Coordinator-General for Civil Air Navigation Planning at SAC; Rafaela Helcias Côrtes Soares, Coordinator for International Air Services at SAC; Marcela Braga Anselmi, International Relations Analyst and Deputy Head of ANAC’s International Advisory Board; and Rodrigo Ayres Padilha, Specialist in Civil Aviation Regulation at ANAC.
In Spain the group held meetings with the Spanish Office for Climate Change (OECC) under the Ministry of the Environment, with the Civil Aviation Authority of Spain (AESA/SENASA) under the Ministry of Transport; and with Iberclear. In Belgium, the Brazilian delegation visited the EUROCONTROL headquarters and meet with the Government of Flanders and with the European Commission’s Directorate-General for Climate Action.
"Considering the European Union's expertise in the monitoring, reporting and verification of air emissions from the EU-ETS, we expect to use the best practices and lessons learned by the EU to improve the implementation of CORSIA in Brazil," said Rafaela.
According to Rafaela, the EU-Brazil cooperation is of utmost importance for the development of regulations, working mechanisms and information systems for the effective implementation of CORSIA’s MRV in Brazil. It should be pointed out that appropriate MRV mechanisms are of interest to all ICAO Member States, and air operators in particular.
"Data accuracy is critical to ensure the scheme's environmental integrity and to avoid competitive distortions among airlines. So we believe that the support provided by the Sector Dialogues Facility will be extremely valuable for adequate public policy-making in a transparent and participatory manner, thus ensuring regulatory stability and market confidence,” stressed Rafaela.
