The event, carried out by the National Civil Aviation Secretariat, is part of activities promoted by the Sector Dialogues Support Facility, a cooperation instrument between Brazil and the European Union. It has allowed Brazilian technicians to learn about European experience in adopting the CO2 trading system (European Union Emission Trading System [EU-ETS] and the preparations for the implementation of CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) in Europe. CORSIA was approved by the International Civil Aviation Organization (ICAO) in 2016, and part of the rules need to be implemented by member states, including Brazil, as of January 1st, 2019.
At the opening of the workshop, Dario Rais Lopes, the National Secretary of Civil Aviation, highlighted Brazil's commitment, as a member of ICAO, to adopt CORSIA - a simple compensation mechanism for international GHG emissions which exceed 2020 levels - from 2021 onwards. "Commitments should be honored. We will take advantage of the European experience to implement CORSIA in Brazil," said the Secretary.
The Head of Aviation of the German Emissions Trading Authority (DEHSt), Olaf Hölzer, presented the main aspects of the EU-ETS for the sector, specifically those related to the emission measuring, reporting and verification (MRV) system. According to Hölzer, the European compensation system is the largest in the world; it monitors more than 11,000 installations, including more than 500 aviation operators, and covers 45% of GHG emissions in the EU. "Emissions trading offers economic incentives for implementing cost-effective measures (eg energy efficiency, fuel switching), while providing flexibility for the industry."
Stefano Mancini, from EUROCONTROL, shared how the organization supports the European Commission and national authorities in the implementation and supervision of the ETS. Mancini explained that EUROCONTROL can support the implementation of CORSIA in the European Union with the support of current legislation. Among the challenges he cited with the adoption of CORSIA, he highlighted the ability of member states to validate the reported emission information from the traffic of each airline company.
The lessons learned from the EU-ETS experience and the planning for CORSIA implementation were the focus of the second day of presentations. The discussions contributed to the construction of institutional capacity necessary for the proper regulation of CORSIA in Brazil, as well as for the coordination of the topic within the Government since the workshop was attended by representatives of various bodies such as: the Ministries of Transport, Environment, Finance, Foreign Affairs and Planning, as well as the Civil House, the National Civil Aviation Agency, and the Department of Airspace Control - DECEA.
