The services provided by the Special Secretariat for Micro and Small Enterprises of the Executive Office of the President (Secretaria Especial da Micro e Pequena Empresa da Presidência da República – SEMPE) include electronic platforms to substantially reduce transaction costs in business to government and business to business commerce. The Simplified Company Portal (Portal Empresa Simples – PES), SEMPE’s principal tool, is a protected environment on the Internet offering a variety of business-oriented services to the public.
The Electronic Business Square (Praça Eletrônica de Negócios), a component of the PES, reduces operating costs, as well as providing access for small companies to internal and external markets, including public procurements. Through implementation of a Product Classification and Catalogue System (PCCS), the objective of SEMPE is to facilitate business harmonisation through its e-commerce tool.
With a view to contributing to the development of a national PCCS, experts were contracted to examine issues affecting internationally accepted PCCSs deemed relevant to the Brazilian system, including the EU Common Public Procurement Vocabulary (CPV), the UN Standard Products and Services Code (UNSPSC), the Global Product Classification (GPC) and eCl@ss (a system widely employed by German companies).
Based on the results of the investigation work and taking into account the Brazilian institutional and business context, reports were prepared on the economic impact of using PCCSs and on aspects of the pertinent knowledge organisation and computer engineering system required to develop of a national PCCS. The outcomes were presented in technical meetings held in Vitória, Espírito Santo, and Brasilia, Federal District.
