This action seeks to understand how countries in the European Union and other regions address the design and standardisation of indicators and work processes in education and how the subject is addressed in Brazil. This aims to establish how education indicators are defined, structured and produced and whether their design takes place in a transparent manner and open to review and attestation by an external verifier. A comparative study will involve Brazil and at least two European countries (a federated one or with a similar organisation) and the main international organisations working with educational indicators – the Organisation for Economic Cooperation and Development (OECD) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO). This comparative overview may serve as a starting point to improve external control in education in Brazil. The goal is to generate knowledge to provide policy-makers with best practices in the design of indicators and monitoring tools for educational policies. The end result of the action will be the publication of the finding of the studies on models of indicators in the education area in European Union countries and in Brazil. The study will seek to identify how the relationship between the instances producing the data that support the measurement of indicators and the governmental bodies. In addition, it will provide a comparative overview that will serve as a starting point for proposing a new way of addressing the standardisation of methodologies to set up indicators.
