The Brazilian government, in partnership with the private sector and opinion makers, is developing policies aimed at attracting highly qualified professionals, both foreign and Brazilian living outside Brazil. In this context, the Ministry of Development, Industry and Foreign Trade (MDIC) is interested in exchanging experiences on the creation and implementation of similar policies in European Union countries. The aim is to contribute to improving the competitiveness of companies and encouraging private investment. This action includes the production of a comparative study of existing institutions and legal frameworks - in Brazil and in the EU – that govern public policies related to the attraction of highly qualified professionals. This study is intended to identify best practices that can be used in Brazilian government programmes.
