The digitisation of the economy is requiring increasingly urgent responses from national governments, which in turn are striving to conduct actions aimed at improving digital entrepreneurship, notably by fostering newly established tech companies, the so-called start-ups. Studies show that, because of their profile, these companies are more likely to take risks, which is conducive to the emergence of technological and innovative solutions, thus boosting the competitiveness of the economy.
Both Brazil and the European Union have launched programmes to foster technological entrepreneurship and start-ups, namely Start-Up Brazil and Start-Up Europe. However, some challenges were identified for the full development of the start-up environment both in Brazil and Europe.
The purpose of this project is to facilitate discussions and gather inputs to design actions and public policies on digital entrepreneurship in Brazil and Europe, as well as to remove obstacles to the full development of the start-up environment.
As such, a number of actions are planned, such as preparation of two studies by a senior European expert. The first study will outline an overview of European public policies promoting digital entrepreneurship, in particular the start-up environment. The second study will put together a list of relevant organisations working with digital entrepreneurship that could be potential partners. In addition, an open seminar will be held as part of the ICT Week organised by MCTIC and the EU Delegation to Brazil, where the findings of the study performed by the European expert are to be presented, followed by panel discussions with international and Brazilians experts.
Likewise, the Brazilian technical mission to Europe will focus on prospecting technologies and partnerships with relevant organisations working with innovation and entrepreneurship. Finally, a report containing the findings of this project will be published.
As a result, it is hoped that the dialogue to be established with the European countries will provide inputs for the development of public policies or actions both in Brazil and Europe with a view to overcoming the obstacles and bottlenecks in the digital business environment, in particular the start-up environment. In addition, this project should also strengthen the partnership between Brazil and the European Union as regards Information Society and digitisation of the economy.
