This project aims to promote cooperation between Brazil and the European Union in the implementation of Monitoring, Reporting and Verification (MRV) procedures of the Carbon Offsetting and Reduction Scheme for International Aviation - CORSIA.
Although CORSIA will not come into force until 2021, emission monitoring obligations for baseline calculations start in 2019. As such, by the beginning of the second half of 2018, the Brazilian government is supposed to enact the domestic regulation to incorporate the ICAO - International Civil Aviation Organisation's Standards and Recommended Practices (SARPs) on CORSIA.
The European Union has undergone a similar process when implementing the European Emissions Trading Scheme (EU-ETS). So the goal of this project is to learn from the expertise acquired by the EU with the MRV experience from aviation greenhouse gas (GHG) emissions in the ETS.
To this end, Brazil-Europe and Europe-Brazil missions will be held and a local senior expert will be hired to assist the Brazilian National Civil Aviation Agency (ANAC) in setting up the necessary database for MRV activities.
The results will be compiled in a Guide on the implementation of CORSIA, which will be shared with airlines and other stakeholders during an International Seminar on CORSIA.
