This action is aimed at promoting and protecting the rights of the homeless population and consists of three activities: conduct exchanges in European Union cities considered exemplary in dealing with the homeless population; input gathering for the development of a guide for the homeless population in Brazil’s capital city, and; an international seminar on the subject to be held in Brazil.
The international seminar will be held with representatives of EU and Brazilian policymakers in health care, social service, education, security, justice, culture, sports and social security for an exchange of experiences addressing the needs of homeless people under a human rights perspective. The seminar will serve to launch the service guide for the population living on the streets.
The overall objective of this action, to be performed by the Human Rights Secretariat of the Presidency (SDH) in partnership with the European External Action Service, is to put an end to the invisibility that excludes the homeless population from public policies and places them out of reach of any rights. This effort should seek and systematise services for education, health, social care, housing, culture, sport and justice as well as develop, format and classify the services by means of icons that will help homeless individuals identify and seek out such services.
