The objective of the 5th and last Regional Conference of State Prosecutors on June 28th and 29th is to better understand and share good practices and experience on women's representation in the Justice System. The Conference will be held in the South of Brazil, in the city of Bento Gonçalves, RS.
The event will mark the end of a cycle of Conferences promoted during the first half of the year to discuss the issue in the Federal Prosecution Service. The previous editions took place in the cities of Manaus (AM), on February 21st and 22nd; Salvador (BA), on March 29th and 30th; Goiânia (GO), on April 26th and 27th; and São Paulo, on June 7th and 8th.
For CNMP's chairwoman and attorney general Raquel Dodge, gender equity is a priority. "The event will encourage prosecutors to reflect on this issue. It will be an opportunity to discuss how institutions should seek gender equality in the composition of their workforce and work to ensure that women can gain ground and respect," Dodge said.
The Head of the Political Section at the Delegation of the European Union to Brazil, Domenica Bumma, points out that CNMP and the EU Delegation in Brazil are partners in the fight for equity. "Equality between men and women is a fundamental value to be fostered. Through these regional conferences, things are likely to evolve," she said.
Methodology
At the conference, the prosecutors will discuss the path and obstacles to entry, assignment, tenure, training and career growth, reflecting on problems, solutions and good practices.
Six workshops will take place simultaneously. Each will discuss topics previously defined under the guidance of two rapporteurs and one coordinator per topic. The pedagogical method used includes support materials and texts on gender equality and equity, which will be discussed in advance with the pedagogical coordination and with the coordinators and rapporteurs of the workshops. The conclusions will be analysed at the final plenary session.
In addition to CNMP's chairwoman Raquel Dodge, Domenica Bumma, Head of the Political Section at the Delegation of the European Union to Brazil, and Fabiano Dallazen, Attorney General of the State of Rio Grande do Sul, attended the opening ceremony of the event.
Gender inequality in the Prosecution Service
The low number of women holding top political positions and playing decision-making roles has been confirmed by a survey called "Gender Scenarios", conducted by CNMP's Committee for Strategic Planning. The survey collected data on the participation of women prosecutors in leadership, decision-making and advisory roles since the Federal Constitution from 1988.
The figures show that in 2017, for example, the Federal Prosecution Service was composed of 5,219 female members and 7,802 male members, revealing a woman to man ratio of 1:1.5. According to the data collected in the project, since the 1988 Constitution, 52 women and 240 men have held attorney general positions in the Federal Prosecution Service. This means that female leaders accounted for around 18% of the total while male leaders accounted for 82%.
This inequality also holds true for positions of trust such as chief of staff, secretary-general and attorney-general advisor where man still outnumber women. The disproportion reaches ratios of 1 to 3.2 for secretary-general positions; 1 to 2.3 for chief-of-staff positions and advisors.
In the South of Brazil, data show that out of a total of 1.929 members, 39.4% are women and 60.6% are men. However, in states where women served as Attorney Generals, such as Paraná and Rio Grande do Sul, the percentage reached only 6.2% of the total in both cases.
