In the current organizational structure of positions and careers in the Federal Public Administration, there are different formats, remuneration structures and development criteria. This complicates management and increases inequalities among bodies and servants with similar functions, creating pressure on the government and pushing up the costs of public administration. This action includes the work of two experts with proven experience in the field to analyse the Brazilian reality and propose broad changes in administrative positions and careers, based on recent cases of administrative reform in European Union countries. The foreign expert will be responsible for detailing the recent European success stories that can be adapted to the needs of the APF, while the national expert will be responsible for performing the analysis of the applicability of these models to the Brazilian reality and produce proposals for the new model, to be delivered at the end of the assignment. It has been verified that assistance to government bodies on the issue of career creation has had varied formats over the past few years, according to the perspective of different policymakers, thus lacking a permanent State perspective. It is necessary to define a strategic and integrated policy for managing the APF careers, which will act on the aforementioned problem and will be attuned with the current needs of the state. In this context, and given the recent experience of some European Union countries - France and Belgium, for example - in broad administrative reforms in the organisation of careers, here is an opportunity for cooperation through the exchange of know-how in order to improve the management of Public Administration positions and careers.
